Devolution reorganisation survey
Government's proposals for Devolution and Local Government Reorganisation.
The Government has invited areas, including Leicester, Leicestershire and Rutland, to develop plans for new local government structures that transition from the current two-tier system of district and county councils to new unitary authorities. Interim plans must be submitted to Government by 21 March 2025, with full proposals to follow by November.
This represents the biggest change in local government for 50 years and will have a profound effect on how public services are delivered for many years to come. That's why we are taking a very balanced and measured approach and have put collaboration, evidence and communities at the heart of our considerations.
We have collectively explored the options and considered how best to secure both the benefits of devolution as well as the best possible approach for local government reorganisation, which provides the right balance between scale and maintaining connection with our communities.
Having reviewed the evidence, we believe there is a clear case for three unitary councils to serve the region; one to serve North Leicestershire and Rutland, one for South Leicestershire and the third for the City of Leicester.
